We are looking for a Programme Lead Human Cyber Resilience (EU Healthcare)
You lead the human layer of cybersecurity across Europe.
As Programme Lead Human Cyber Resilience, you are responsible for designing, scaling and operationalizing awareness programmes, training & cyber range simulations, dissemination & stakeholder engagement.
You ensure that cybersecurity is not only implemented, but understood, adopted and embedded in behaviour across the healthcare sector.
About SHIELD
SHIELD is Belgium’s national cybersecurity cluster for healthcare and plays the role of project lead for a cybersecurity in healthcare project within the Digital Europe Programme. The project scales a proven, community-driven model across Europe to strengthen the cyber resilience of hospitals and care providers through training, pilots and large-scale dissemination.
Scope of the role;
Training & Cyber Range (±40%)

Lead the design and rollout of large-scale cybersecurity awareness programmes
-
Coordinate cyber range simulations & tabletop exercises
-
Develop training tracks for: clinical staff, IT/security teams and leadership

Contribute to scaling towards >100,000 trained healthcare professionals
Pilot support & adoption (±30%)

Embed awareness and behavioural change in pilot implementations
-
Support hospitals in adoption of cybersecurity practices and cultural transformation
-
Translate pilot learnings into reusable frameworks and playbooks
Dissemination & EU outreach (±30%)

Define and execute the European dissemination strategy

Lead: workshops & webinars, stakeholder engagement and communication campaigns.

Co-create European playbooks, toolkits and best practices

Drive uptake of the SHIELD model across Member States
Your profile
✔ Experience in cybersecurity awareness, training, communication or change management
✔ Strong ability to translate complex topics into clear, actionable messaging
✔ Experience in programme management or multi-stakeholder environments
✔ Fluent in English (EU context)
➕ Nice to have:

Experience in healthcare or regulated environments (NIS2, ISO, etc.)

Experience with EU projects or international collaboration
